		<description>The author has completely made up his mind that provatization of water resources is a bad concept even before looking into it deeper.  Before discussing corruption issues (which are there) with the private water companies, he should also have addressed the rampant corruption prevalent in the governmental agencies delegated with this responsibility in the third world countries. Countries like India, Yemen, Pakistan have allocated billions of dollars of scare resources for providing water to parched population and has recieved a minimal returns.  Most of the budget has been consumed in corruption. Provatization would provide accountability for any transgression and one point of conatact for investigation. If people can pay for electricity, they acan also pay for water.  Govt can waive fees and subsidize for poorer population. Under this structure a proper municipal funding process involving revolving bond can also be initiated to have continuing financing. Just for your information, in USA, only a minority of the population receieves awater from private companies.  The public entities providing water are also under strict regulatory oversight both from quality and rates. Most people pay water bills and some are subsidized. 

The bootmline is, under current structure, the only beneficiaries in the Third worls countries are the corrupt government agencies and ministers involvesd in this task.</description>
